Sir,
The present position regarding production of bills for food, conveyance etc. towards TA/DA claims would affect the efficiency and output adversely. One will have to spend time to procure bills than concentrating on work at hand. The employees are not yogis to live without food and water. They need not produce evidence in support of having food.
In this regard our demand is that self certification for bood, conveyance, etc be permitted (as is the case with Railway Accounts).

Sub: – Orders issued by CAG regarding 1/3rd quorum of the membership of the Federation / Associations should be taken back.
Sir,
Federation and its affiliated Associations were asked by Comptroller and Auditor General of India based the DOPT orders to amend their respective Constitutions on quorum to 1/3rd of the membership. The quorum of 15% of membership for General Body meeting is a universally accepted provision. Similarly, the provision that "in the absence of required quorum, the meeting shall be adjourned for half hour and adjourned meeting shall require no quorum" is also universally accepted practice. These issues may be best left to the Federation and its affiliated Associations.

Sub: – Increment should be given to officials who are retiring between January and June.
Sir,
By giving uniform date of increment i.e. 1st July, the central pay commission has done injustice to the persons retiring between January and June. Because of this, officials who are retiring between January and June are deprived of the benefit of increment.
Our demand is that for those officials retiring between January and June, the retirement/pension benefits should be given after adding one increment to their last basic pay, since they have served more than six months in their last basic pay.

Sub: – Master Health Check up facilities through CGHS should be made available to all its beneficiaries above the age of 30 yeas.
Sir,
Health is a state of complete physical, mental and social well being. Health has always been held as a priceless asset. Physical fitness is a must for good living. For a good living, we need a healthy body. Only when we have a healthy body we will think good and perform well.
In the present world we are put into various stress and strain. We are exposed to many man-made pollutants. Many people are physically inactive. Health hazards are many. The trend today is not to wait for sickness and disease to strike and then start treatment, but to try and discover it early, before it shows itself. So is the need for a preventive health check-up, as all we know "prevention is better than cure".
The Master Health Check up plays an important role in preventive medicine. Wherein a physician takes a detailed history and then the patient goes through important test which include blood tests, X-rays, ECG etc. The patient may then refer any of the concerned doctors for further treatment, if the need arises. The status of the patient’s health is explained and preventive and curative steps are immediately undertaken.
In view of this, our demand is that CGHS should provide Master Health Check up facilities to all its beneficiaries above the age of 30 yeas through dispensaries, Government hospitals and polyclinics and through empanelled private hospitals and diagnostic centers. CGHS should play a pro-active role in providing medical facilities to its beneficiaries by providing preventive health check-up.

Sub: – Hike the rate of interest on General Provident Fund (GPF).
Sir,
The rate of interest on General Provident Fund (GPF) which is pegged at 8 per cent should be reviewed so that government employees are not put to any disadvantage in a scenario where the interest rates for bank deposits has also been raised.
Recently (on 2nd August 2011), a Parliamentary panel also asked the Central government to increase the rate of return on provident fund for its employees in the light of rising bank rates and EPFO's decision to hike its rate to 9.5% for 2010-11.
The EPFO had been paying 8.5% interest on PF deposits since 2005-06. In September last year, it had recommended an increase in interest rate to 9.5% for 2010-11.

Sub: – MACP should be granted to employees who complete 10 years of continuous regular service in the same grade pay irrespective of number of previous promotions.
Sir,
Under the MACP Scheme three financial up gradations will be available in the next higher grade pay at intervals of 10, 20 and 30 years of continuous regular service in the same grade pay.
This scheme is beneficial to Group B gazetted and non-gazetted employees but not to the Group C employees.
In normal conditions, a person with matriculation recruited as MTS (erstwhile Group D) will become Senior Auditor within 10 years and he remains in the same cadre till his retirement (for about 22 to 32 years) resulting in frustration and de-motivation. He has very remote chances to complete the SAS exam because of his educational background.
This is unfair. This is defeating the basic idea of ACP / MACP is to deal with the problem of genuine stagnation and hardship faced by the employees due to lack of adequate promotional avenues.
Hence, our demand is that MACP should be granted to an employee who completes 10 years of continuous regular service in the same grade pay irrespective of number of previous promotions.

Sir,
The General Body Meeting of the Civil Audit Association of Offices of the Principal Accountant General (CA) and the Accountant General (C&RA) held at Hyderabad on 17th August 2011 finalised the following charter of demands to be placed at 8th Bi-Annual Conference at Gwalior.
1. Hike the rate of interest on General Provident Fund (GPF).
2. Master Health Check up facilities through CGHS should be made available to all its beneficiaries above the age of 30 yeas.
3. Increment should be given to officials who are retiring between January and June.
4. MACP should be granted to employees who complete 10 years of continuous regular service in the same grade pay irrespective of number of previous promotions.
5. Restore unilateral transfer policy.
6. Key of the SAS exam should be made available before the release of results.
7. Examination for SAS (Prelims) should also be conducted in objective mode in the lines of SAS (Mains) examination.
8. Permit Multi Tasking Staff with educational qualification of 10th standard to appear for departmental examination for promotion for the post of Clerk.
9. The percentage for promotion of Supervisors should to be re-worked out.
10. Permit self certification for TA/DA claims.
11. Each field party should consist at least one Auditor / Sr.Auditor in it.
12. Orders issued by CAG regarding 1/3rd quorum of the membership of the Federation / Associations should be taken back.
The meeting urges upon the National Audit Federation to look into these demands and initiate immediate action at appropriate levels to address them.
